Default Horn Issue....Is it standard??

Ok, i bought an 03 Impala. Didn't realize the horn didn't work. Dealer said he took out the relay cuz it beeped in reverse. So I bought the relay and still didn't work. I ended up changing the horn. But the dealer was right, when the car goes into reverse, it beeps, as if you hold the horn down. I really doubt this is a factory feature. Anyone have any ideas what this could be? Where can i look? I took out the reverse lights fuse and it still does it, so it is not linked to that. My next step is to get under the steering wheel and look for aftermarket wiring. The car also has a prestige alarm with remote starter, but with the alarm hooked up or not(taking the fuses out) it still does it. Any help is greatly appreciated. Thanks.
