Default Is my ECM Going?

I have 2001 9C1 Police Impala. Bought it with 40k but it does have 110k miles now but otherwise drives like new- Every few weeks when I turn the key nothing comes on but the electronics- radio, lights etc. There's no click or crank or anything under the hood. The next day I'll come out and it will turn right over. I had it checked two or three times and they found nothing wrong. Next time I brought it somewhere else and they said it could be the Engine Computer. Also told I need to get a brand new one as a used one will not have the correct VIN code for the car and will think it's still in the old car it came out of. They said a new one runs $1,500 plus labor over $2,000. A friend recommended going to the dealer and having checked before doing anything. Also got a price on a re-manufactured one around $400 Any advice?

Pass lock on this car will not prevent it from cranking. Try something simple first replace the crank relay.

I understood the passlock is part of the security system that stops the starter, for ten minutes. You then wait ten minutes for the passlock to reset and the car will turn over.
