Exclamation OBD port, Instrument cluster and a/c all out at the same time

the OBD II Port, the instrument cluster and the a/c all went out at the same time. We have talked to several different people and got different options as to what is wrong.
What I do know is that none of the fuses are bad, we check everyone one under hood and in the car.
Possible issues listed:
ignition switch
BCM
short caused them all to all go bad

I could use any and all input on this

in the underhood fuse block, check this fuse: 10 amp airbag/display fuse. You need to check if this fuse has battery voltage on both sides of the fuse with the key in run. this fuse powers the hvac(heater controls) module, ipc (cluster), sdm(airbag module) and the passenger airbag indicator light. Are all those devices out?
