1993 Blazer K5 Headlight Question

1993 Blazer K5 Headlight Question
When my headlights are on low beam the outboard light is on. When I switch to high beam the inboard light comes on and the outboard light goes off. Seems to me like both should be on when I switch to high beam. If that's the case, what could be wrong?
