Default Steering issue

Hi.
My 87 Blazer had a kinky steering, with a loose movement of the steering wheel, movement of steering with no reaction. From 11pm to 1am steering wheel moved with no wheels reaction. So driving was like I was in a boat moving the steering wheel right and left.
I have recently changed to a brand new steering system, so all tie rod ends brand new, adjusting sleeves, and brand new Lares power steering gear trying to solve the loose movement (play) of the steering wheel.

After all the new parts installed and all the expensive parts purchase and mechanic installation the steering wheel still have the loose movement. Maybe lets say a little bit less than before, but nothing that justify the investment.
Anybody know if this kinky movement of the steering wheel is normal, and impossible to reduce?
Or I can adjunt the new steering gear maybe working on the nut the steerint gear has on the top?

I am so disappointed of the result of all the work and money invested for almost nothing, due the problem is not solved.
Anybody has some good advice or solution?

maybe check for play in the steering column shaft to the steering box.

Yes we checked and we couldn't see any problem, the movement the steering shaft has when somebody moves the steering wheel, is the same it goes to the steering gear and to the output shaft pitarm.
The movement from 11pm to 1am comes from the steering wheel, and keeps the same to pitman arm, but with no wheels movement.
All is new, ball joints, tie rod ends, coupler, steering gear, new tires...
Car has no lift, only bigger tires, 33x12.5 R15.
Cracks in the rail where steering gear mounts also were repaired and welded.
I will thank any suggestion.
Do you know if it is possible to adjust the new steering gear, working on the main bolt on the upper part of the steering gear box?

when you checked the steering and suspension...was the vehicle on a hoist in the air or on the ground?
