2013 Malibu LT a.c. compressor is not kicking in. I put a gauge on it and it pegged it into the red.

My suggestion is with a voltmeter, check for voltage with the ac on at the clutch electrical connection. If it has voltage, look for electrical connection issue, if not post back

 

Under further investigation I see the belt does not even go around the ac compressor pulley. Is it possible the put on a belt that was shorter and just bypasses the ac comp?
I just bought the car used and feel like the seller was hiding the fact something is wrong with it.
He had a pile of receipts from prior service trips (mainly oil changes) and on one under additional service needed the tech wrote "service AC compressor".
ideas of why and what happened?

 

It doesn't matter what or why it happened. You have to deal with it if want to have A/C. You also had to know the A/C wasn't working before you bought it and hopefully you got a break on the price because of this.

 

I've seen a ford taurus bypass the ac compressor with a pulley since the compressor was shot, but not a chevy.
