Default 01 Monte Carlo Dfi Mdl fuse blows

I have a 01 3.4 Monte Carlo. My cylinder 5 spark plug wire burned in half against the manifold. I replaced the wires and the car would crank but not start. I noticed that the 15 amp DFI MDL fuse would blow every time the key was turned on. I unplugged the ICM and the fuse doesn’t blow so there isn’t a short between the fuse block and the ICM plug. Thinking that the ICM was bad I replaced it with a new one. It’s still blowing the DFI MDL fuse when the key is turned on but only when it’s plugged into the ICM. Can anyone help me with some advice on what it could be.
