Default 97 lumina cancelling spring

well i found out i have a busted turn signal cancelling spring. i found the steps to replace those, but as i go to work on my car reach behind the steering wheel i feel no bolts in the proper holes, and with no bolts being there (im positive there are none) shouldn't the airbag assembly just come out?

someone may be able to chime in as i don't remember the exact procedure, but i am sure there are 4 screws that need to be removed to get the air bag off....I think they may have torx heads on them
