99 lumina won't always start no crank

Default 99 lumina won't always start no crank
My lumina been starting when it wants to. I try to start the car makes no sounds but dome radio etc all work. Dash has volts an brake lights on. If I wait it will start sometimes have replaced battery with known good battery. When I turn key radio shutoff which I believe is normal. Any thoughts on this
