Angry Dash Repair Question

I've read several threads on this subject in the Monte Carlo forum. and no one seems willing or able to answer my question. I'm trying to replace the dash pad on my 07. Everyone says the first step is to pry up the black plastic panel between the dash pad and the windshield. I did that. It's still sitting there and won't move.

I know exactly where the bolts are holding the dash pad in, and what size they are. I just can't get to them.

How do I actually remove this panel?

did you remove the A-pillar trim bezels first; as they hold the pad down on each side.

I'm not even trying to get the pad off yet, I need to get the hard plastic panel off first. That's what the question was about.
