Soft Brake Pedal

I have a 1994 chevy Euro Sport, 3.1 engine.
All brake pads replaced, all roters turned, master cyl. repair kit installed. system bled with vacuum pump.
The brake pedal is soft and tough to stop the car. With brake pedal applied all the way, the pedal will slowly go all the way to the floor. Watching master cyl with cap off shows no leak back until pedal is released.
I cant seem to get the brake petal to stay firm.
Any help is much appreciated!

when you open the master cylinder ,the air goes to abs,and the only way to get it out is with scanner,which activate the abs as you bleeding,or try road where there is no cars,
then have a few really hard stop,it might get the trapped air out
