1990 c1500 ignition lock

1990 c1500 ignition lock
Ignition lock/ switch turns freely but does not engage. No tension or spring back to on position. I have no pre start lights or buzzers, can not move shift lever. Installed new cylinder but still have the same problem. What else is going on that I'm obviously unaware of?
