Default 2008 chevy silverado 3500 hd cruise control problems

I bought this truck used about 2 years ago and the cruise has not worked, I had it at the dealership and had a new ecm and a ecbm also a bcm installed, I asked the tech about the cruise not working and he told me that the buttons on the steering wheel did not get to the bcm(not communicating) I looked in my manual and the wiring diagram shows them going through the inflatable restraint steering wheel module coil and then to the bcm, the light on the steering wheel button comes on when pushed but no light comes on in the cluster, i have checked the fuses and they are fine.
Where is the inflatable restraint steering wheel module located? and does it go thru this like the book shows or something else so i can check or replace the part before it gets to the bcm.
