Air only blowing out of Defrost

I have a 2001 Chevy Silverado 1500, the truck is only blowing through the defrost. The A/C works and how hard I want it to blow out. What Could it be?

Probably the mode door actuator is bad.

damper control, that shifts which vent the air goes to...
about $100 i guess
