Default ESCM programmed?? 08 Suburban LTZ

How I got here

I have of course a service suspension system message on the dash.

Used my scanner and found code C0575 code for Left front damper.

I have service manual so I ran the diagnostic.
1. disconnected connector to front dampers
2. checked ohms of the left and right damper damper...all good
3. put test light on left and right damper and commanded dampers with scan tool.
a. light didn't light for either damper
b. message came from scanner "ERROR: Device control limits exceeded Right Rear Damper Malfunction (E3)"
4. now I am lost so I tried to command other items from that module
a. Commanded air pump worked just fine since I replaced the pump 3 months before because it didn't work but it doesn't level
b. Commanded air pump exhaust valve worked just fine
c. Commanded any other damper and same message from 3b.
5. checked all the level sensors for all location and all were 0...that shouldn't be
6. checked air pressure reading was -88...that can't be right
7. connected all components back drove vehicle while watch all the sensor and they stayed on 0....that cant be right
8. could see that the ESCM had been removed previously, the system has not worked since I had it.

So where I am in my head is this question is the ESCM programmed and how can I tell. I don't have the ability to program modules. I can command the air pump and valve which I assume comes from that module. The other things that I can command give me an error message see 3b. Maybe someone exchange the module not knowing it would need programmed. I don't know how to tell if its programmed or not.

Any insight on what the error message is or why all the sensors are showing 0.
