Angry Trailer light wiring issue with right brake light power

Hoping someone has encountered this issue and discovered a fix. I have an 04 Silverado Z71 that has a separate electrical circuit for trailer lights. Everything works fine except the right brake light on the trailer will not burn steady with the brake engaged and the left turn signal flashing. The left side works as it should, but when I brake with the left turn signal flashing the right brake light on the trailer does not light. I have checked the fuses in the panel inside the cab and the one I think might be the problem is not burned out but there is no power to it either. Maybe there is a simple off the wall solution for this but I would prefer solving the issue correctly first and then resort to the "just fix it mindset" if needed.
