Default wiring problem

I recently bought a 69 Nova SS and it has had a few problems just getting it running. The engine sounds fine (5.7l 350 4bbl) but recently the starter went out on me. I replaced it and now I'm having trouble getting it to start. There is a universal ignition tumbler that has been installed on the dash since the one on the steering colomn has been taken out. I tested the wires to the ignition and none were registering as hot wires so I followed them through the firewall and see no other problems in the wiring (no spliced wires, burned, ect..)..
any suggestions?

Is it possible there is a circuit breaker or fusible link wired into the line from the battery ?

no the wires run directly from the starter to a universal ignition switch, then to the headlight switch as well as to the tach... i had the starter tested to make sure it works properly and it does, there are no spliced wires anywhere and it seems when i do try to turn the ignition on and use a hot wire tester, it shows there is no juice running from the engine through the firewall.... I might just replace all the wiring and ignition switch, maybe that will solve the problem...

Well simply put...

There should be 12 volt constant power from the battery to the ignition switch.
There should be 12 volts on one of the contactswhen the ignition is " ON "
There should be 12 volts briefly when the ignition is at " RUN".

btw.... you should have relays for the lights and going to the starter solenoid from the ignition switch.
