Default 60° advanced timing to run?

1977 010 block 350 sbc bored to a 383 stroker forged internals pink rods dual relief pistons .770/690 cam gear drive timing scorpion intske manifold

truck will refuse to run no matter the timing unless set to 60 degrees advanced doubled checked the cam gear (both dots at 12 o clock position compression stroke) verified tdc with a piston stop as well as the balancer is dead on 0tdc distributor is pointing to cylinder 1. Checked for vacuum leaks spraying everything with starting fluid no fluctuations in idle.

750 elderBrock carb with an electric fuel pump pushing about 8psi. Truck will not idle in gear but will in park. Stock turbo 400 trans with stock convertor
