Default 94 G20 van 5.7L V8

Just had a reman transmission put in, and now the CEL is reading code 22 which is, throttle position sensor low.

I tested the wires of the TPS connector and got
12v for my ground (black wire)
4.3v for my power circuit (grey wire)
0.1/0.2v for my throttle position signal circuit (blue wire)

From what I picked up online so far my black wire is where it needs to be, but my grey apparently should be anywhere from 4.5-5v and my blue anywhere from 0.5-0.9v at base idle.

So my question is how do I get my grey wire and blue wire where they need to be voltage wise? Do I have a wiring problem?
