Default MAF question

I have code P0102, low maf freq. With a 4 1/2 digit vom, I read ( I have two used mafs) 4.9 (off both) output key on, not running. In idle speed (yes, runs bad with maf plugged in) I have (both, or either maf) 4.5 volts (nominal) I'm thinking failed maf (both), also with a low idle 500-600 rpm, 16-18 hertz, increase the throttle to over 750 or so the hertz goes to 22-23. I am really sure both of these are bad, but having two do the same makes me post this question. Is this a symptom of a failed maf? Both are delco, I read at 700 rpm idle the frequency should not be lower than 32 hertz, that makes sense for the code, but the high voltage is strange, anyone could help, thanks. I should add 96 Lumina 3.1L.

I'm not sure how you're reading the frequency but the acceptable range is 1-12 KHz.
