I can't get my 1994 Chevrolet Lumina APV to start.

It will crank, but the injectors will not fire.

I have confirmed the following:

• Battery positive to A terminals on injectors
• No noid light pulse when cranking
• Spark is present
• Fuel pressure reads 9PSI at TBI unit
• Two different distributors tried, neither will start the vehicle
• Two different PCMs tried, neither start the vehicle
• No trouble codes (only flashes code 12)
  
  

What is a good way to make sure I'm getting a reference pulse from the distributor? I'm worried that it's shutting off the fuel because it doesn't think the engine is rotating. Any other input on narrowing down the issue would be great too.
