Rusty Roof past saving?

A buddy of mine is giving me his 88 diesel suburban. Looking to grind and sand the entire thing and Raptor Line it, but looking at this roof pic I'm worried it may be past saving.. thoughts?

Hard to tell from that picture. Doesn't look like there are any rust throughs. Maybe it is just a lot of surface rust. You will need to sand it down real good to be sure.
