Default 2001 s-10 with a gen 1 small block

I have been thinking about putting a small bock in my 01 s-10 but i had a couple questions....first is will a chevy 350 block fit? and second is if i live in new york state and for state inspection any car 1996 and new has to be hooked to a scan tool and there can not be any codes....if i were to use a first generation small block(before 1986) is there any "dummy" OBD II computers i could install that would tell the scan tool that every thing is good....but take no actual reading?
thanks in advance for any/all the help

I don't think there is any dummy computers out there. The best thing to do is to install and wire the computer and sensors made for the 350.
