Default 2002 Blazer Fuel Gauge

I have a 2002 Blazer LS with 78,000 miles on it. I bought it used last year with 57,500 on it. I have always thought that the fuel tank was mighty small since when I fill up even when the fuel light is on it only puts in 13-13.5 gallons. I just figured I had a small tank and had to live with it. Also once I get down below 1/4 tank if I shift from neutral to drive my gauge will bounce. meaning it will very between E with the light on to 1/4 tank. The gauge bounce never bothered me too much but looking in the book it says I should have a 18gallon tank. Is this an electrical error somewhere? Can it be easily fixed? Anybody else seen this?

EDIT: looking in the TSB file I found 2 TSB's that deal with this all describe my problem exactly. What do I do now?
