Welcome from Florida. Since the battery is new, check your battery cables at both ends for loose connections and corrosion. If the cables are good and tight, the next thing to check is the starter itself.

i dont know about the fuel system on a 2.2L but on a 4.3L I would replace the fuel filter regardless given how finicky the fuel system on them are...

good idea on the filter, however, doesnt explain an "under cranking" condition...I'd start w/the COMPLETE check of the batt terminals AND the leads-from end to end

make sure the new battery is fully charged...if it sat for months at the parts store and not put on a battery maintainer....it can have a low state of charge.

turn the engine over with a breaker bar and socket on the crank pulley bolt. if it hard to turn over by hand you have a engine problem.

check the battery cables by doing voltage drops across the cables when cranking. should have less that 0.3V on the postive and 0.2V on the negative.

if the battery, cables, connections and it turns over easy....may be a bad starter. check the starter draw. 35 amps per cylinder is normal at room temp.
