Default 8-9 volts at fuel pump. Any experience with this.

Only getting between 7 And 8 volts at fuel pump. 4 days ago I rebuilt the ignition system on the motor. Distributor, coil, distibutor coil (permanent magnet coil) distributor ECM. Here's the weird part. With a bad coil the fuel pump was running well enough to feed tbi. Got fire all buttoned up now no fuel. Changed the fuel pump thinking it was giving up the ghost. Found low voltage at the pump. Now I'm lost. Looking for that experienced tech that would suggest my next direction. Damn thing is baffling and I've spun a wrench or two. Oh yeah, cleaned grounds at: pump to frame, battery to motor. Intake manifold to body?(Not sure where that ground by the distributor ends up)saw a thread that says there's one by the drivers door frame to body. Any experience with this vehicle's electric will help. 94 S10 LS.
