Question 89 S15 Jimmy EGR Problem

89 GMC S15 Jimmy 4.3 TBI Auto Trans.

So for 2 days i have been chasing down a problem with the Jimmy's idle surging and dying. After checking and replacing just about every vacuum line. I found that the EGR was not getting enough vacuum. I tracked it down to this little thing.

What in the world is it? It connects between the EGR and the vacuum port on the TBI.

I disconnected the EGR from it and manually gave it vacuum and the Jimmy idle perfectly. I reconnected it to where it belongs and it just died.

My question is.... What is it? Can it be bypassed?

Any help would be appreciated.

It prevents EGR from getting vac when it should not. EGR should not be open at idle, thus no vac at idle.
