Default 93 S-10 Blazer 4wd problems

Having problems with my 4wd, don't know if it's going to engage or not. One thing I noticed, as soon as you start it the vacuum diaphram for the actuator pulls in and will stay pulled in for quite awhile after you shut the truck off, so there's no vacuum leak. Shouldn't this only pull in when you push the button and then release when you push the button again. What could be making it pull in right away? Also the cable will only move a short distance.

Have you heard of a product called POSI-LOCK? It does away with the vacum engaement and makes it manually operated. I had one on earlier model and works very good.
