Default 99 S10 ZR2 no crank.

I have a 99 S10 ZR2 that I am restoring. I have a no crank problem. Testing the starter relay I found that the truck cranks when jumping pin 30 to pin 87. I have 12.33 volts on pin 30 at all times. With the key on I have 11.88V on 30, 11.88V on 86, and 4V on 85. When I turn to start I have 11.88V on 85, 86, 30, and a good ground on 87. The ignition switch and wiring are new. The relay is new. I don’t get voltage unless in park or neutral. If anyone can help I would appreciate it very much! Thanks

Since you are restoring it, look at the wiring.

Check to see that your relay is wired as in the diagram.
