Fuel pressure drops on 97 S10 Blazer

Fuel pressure drops on 97 S10 Blazer
When I turn the key on the fuel pressure goes to 62 psi then drops to around 30 psi. Turn the key off then back on and the pressure goes back to 62psi then drops again to around 30 psi. Is this a pressure regulator problem?
