What is this?

Behind front driver side tire found it un hooked

google 4.3l frost plugs. the block heater is in place of one of the frost plugs.

do all S10 engines have this frost plug wire? I cannot see any 110v plug anywhere in or around my engine bay that one would plug an external cord into...or are they energized via the truck's battery/elecs?

no they are not connect to the truck battery. the other end of that cable should have a household 120volt 2 or 3 prong plug

so, again I ask..do ALL S10 engines have this, or was it an option?

depends on the market/country it was built for. if you want to find out if your truck has this option provide your vin to either a dealer or gm customer service and ask for a build sheet.
