Post No Crank No start Problem

Hi I have a 1999 2.2 2 wheel drive s 10 pick up. When I turn the key I get dead silence. I checked b terminal on starter I get12v. I bypassed the solenoid and I heard a smooth hum but no turnover noise. So I though it might be the solenoid, so I took it out and tested it like in the video.(Which was helpful by the way). I watched the started gear spin and slide out like 3 times. When the gear went back into the disengaged position it went back/in kind of slow (Not as fast as it did in this video (
) I didn't hear a clicking sound also I could easily slide the gear in & out with my fingers is that normal?

I did find out I don't have a constant 12 volts coming from the Ignition wire (I put a multimeter on battery ground and clipped hot to s wire and got 12 v as a 2nd person turned over and even held the key down, the start was out at the time but it shouldn't of mattered the dash lights all work proper and I dont think its a bad ground wire going to battery to frame to engine ect but I guess I should troubleshoot them to be absolutely sure) so I was going to check the relays and try to figure out how to test the Neutral Safety Switch but that still doesn't explain why I didn't hear a turn over sound when i bypassed solenoid. Does anyone know how to test nss to see if its bad or bypass it just to check if its bad? That way I can rule that out. I did have 2nd person shift gears and I watch the arm shift in the transmission through all the gears and back again. Thanks
