Tie rods do not generally "go bad" unless the ball joint on the end of them is worn out.I'm thinking you are looking for a pitman(idler) arm problem.Describe your symptoms....

it feels like my right wheel wobbles while i'm driving and it starts to pull in either direction.
that was one of the things i thought it would be but when i looked underneath my car the tie rods could be rotated with relatively no force and the joints on the ends looked pretty worn out...

The adjustment sleeve is loose I would think. Take it to an alignment shop and they should be able to change or fix it for you.
