i have a 99 chevy blazer the low and high beam lights are not working/ all relays and fuses are good. voltage is good at the fuse panel. when the truck is off the headlight relay goes nuts buzzing. i grounded the bulb plug in and the bulb lit up on both sides. im thinking i have a ground issue somewhere
