Default Low brake pedal

I have an 07 Tahoe. The brake pedal is firm but low. Has anyone else had this problem.

rear drum brakes or disc?
does the pedal come up when pumped repeatedly?...try this on a test drive

Is the fluid low in the reservoir? If yes, inspect all the brake linings to see if they are near the end of life.

It has rear disc. New brake pads around in the last year. All new calipers and rubber brake lines, fluid flushed and filled. The pedal does come up if pumped several times but goes back down when pressed. Sometimes if holding the brake at a stop light the pedal is firm and then goes down slightly like it's pushing air.

My guess would be the master cylinder
