Default C1500 ac controls gone dark

I was reading another thread about this subject that was pretty old so I thought I would start another. So I have a 1990 c1500 and my control panel is dark I have tried all the things that I have seen on the different forums. Checked all the fuses, unhooked the negative cable,I even tried a different panel out of one of my other trucks and still nothing. I checked the wires on the fire wall all the fusible links seem to be in order. So I’m kinda stumped any help would be greatly appreciated.

Could be the bulbs are all burned out. My 93 Suburban has several miniature bulbs that I have changed over the years. I assume the panel still functions?

Doe's it have a headlight switch? Asking cause I don't know or remember a 90 model. If it has manual headlight switch, rotate the switch when pulled clockwise.
