Default Wheel arch rust

My 2007 1500 Classic is very clean. Rockers and underside are virtually rust-free. But my rear wheel arches are beginning to show rust at the top of the seam. The paint is blistering in several spots along the top. How should I treat it until I can get it fixed?

Clean the rust with a wire brush and sandpaper, put some rust treatment on it, let it dry and paint it with rust inhibitor paint.
