Default brake ? on a 1990 k2500

I just had the rear wheel brake cylinders, rear axle seals, & brake shoes replaced on my 1990 k-2500. The drums were not turned.
The right rear wheel cyl & seal had been leaking and had the shoes soaked with fluid. This caused the right rear brake to lock up, especially when raining.
After having the work done, the right rear still locks up, although not as bad. I was wondering if the cast iron drum may have absorbed some of the fluid and may be causing this? I have the RWAL system unhooked.
