Default High rpm in cruise

My 2006 silerado's rpms go to 4000 while going up a hill in cruise control, why is this? It seems that it drops to a lower gear than it needs

because you are going up a hill and you set it to a specific speed.. its trying to stay at that speed...best bet is take it off while goin up a hill.. just wasteing more gas at 4000rpm then doing it yourself at 2000rpm!

Thanks, its just seems that even in cruise that the vehicle should make a smooth transition while down shifting, not screaming up a hill in 2nd gear, seems like 3rd would be sufficient because it only stays on the extreme rpms for about 4 or 5 seconds then upshifts and smooths out. Thanks again.
