Default New Crate motor STUMBLES and wont drive please help..

Hey everyone I have a 1995 5.7L V8 3/4 tun 4x4 with an automatic transmission it has a brand spanking new crate motor and i can not get it to run correct and have no idea why....
right now it starts and idles almost perfectly... i can rev it up and it also does it quite well but has a hint of a stutter in it... my problem comes when i come up to a stop light it lug's down and dies also while it idles in park great as soon as i put it in a gear with the break's on it will lug down and die as well. also on acceleration (as in zero ***** on the truck) and acts like its' dying.... like i said it is a brand new crate motor.
I took it into a shop and after 2 day's they claimed it was the egr valve "stuck open" i verified that this is not true. it is indeed closed and holds vacuum perfectly.....

any ideas on what to check going forward????

List of things i've checked

had the exhaust system checked out (no leaks and or problems)
verified the timing chain has not skipped a tooth
verified that it is timed correctly.
verified fuel pump
verified fuel pressure and flow
had it hooked up to a scope for ignition (they claim that is not a problem)
checked grounds all seem to be good.
new parts*****
coolant temp switch
water pump
throttle position switch
egr valve
cap/rotor/wires
plugs
knock sensor
battery

Does the truck try to pull itself in neutral?

No it does'nt do anything different in neutrual then in park... seems to idle fine... unless i drop the gas peddle to fast then it stumbles a little bit and goes really low idle for a sec then comes back to normal. I'm uploading a video to youtube right now that shows how it acts... i'll link to it when it's done.

Note i'm having to keep on the gas to keep it from dying when i put it in gear. (also stepping on the brake peddle)
