tail light problem

tail light problem
truck is 2004 silverado;
passenger side tail light;
right side flasher ( front and rear) comes on( WITHOUT FLASHING) when parking lamps are turned on
also
when right side flasher is turned on all 4 flashers go on (like 4 way flashers).
I removed the RR tail light fuse and problem goes away (but no RR tail light).
Where could the flashers be getting 12v for this craziness.
