01 chevy cargo van $$$?
If you want that van and have the ability to change a motor, it might not be a bad buy depending on mileage, either way dudes asking price is not outrageous and he'll probably haggle. Assuming this is a 1500 cargo van with basic equipment, in poor condition they are worth in my region with standard equipment.
(Based on 1500 express cargo van standard equipment + cruise and tilt with 5.0L engine.)
100000 miles - around $1600 give or take
150000 miles - around $1200 give or take
200000 miles - around $1050 give or take
Pick up an inexpensive 5.0 or 5.7 which ever it has and it's value will double or more. You should find what motor it has and find one cheap before buying the van though. Kinda sucks to pay $1000 on a motor to make your $1000 van worth $2000
When looking at vehicles like that, good rule of thumb for DiY appraisal is to punch it into Kbb.com, add cruise and tilt then and any options you know it has. If you know the mileage add it, if not ball park it with 150 to 200 thousand. Then get sell to private party value for fair condition and cut it in half. Generally speaking anything below that is a reasonable price weather the body is shot and the motor is good or the motor is toast and the body good it is a good baseline.
