When on AC or cool air setting the passenger side blows heat.

I have read and tried most things i found to fix or reset, pulled fuse, tried to reset with auto setting and setting temp high on one side and cold on other, then back and forth, etc.
I would think that the actuator is bad but what is weird is I can turn off truck and back on and will blow cold (outside air or AC) for a few minutes them it will go back to heat blowing on the passenger side. Could this still be a bad actuator or something else?
