Default 1989 Cheyenne/Silverado Trans problem

Hi all. I have recently purchased an old work truck for around the farm. It is an '89 Chevy Cheyenne 2500 4x4. Lately I have some problems from the tranny. What it's doing has got me puzzled. It has the OD transmission, but only will work in 1st and 2cd gear. If you drive it in "D" it will shift into 2cd, then when it's supposed to into 3rd(drive), it simply goes into nuetral. The max top speed I drive it in 2cd is around 30-35. There is no transmission shop here in my very small town to take it to, so this will be a DIY project for me. The only thing i have been told by chevy people around here is that it could be some kind of governer(?) on the side of the tranny, but they didn't know how to check and see if it was bad. Other than that I'm lost. I will list as many facts about the truck as I can think of. Any help would be appreciated. Thanks!

You can take off the governor, you don't need it, this way it doesn't mess with the trucks shifting, the governor is set by the previous owner. Allowing you to only go but so fast.this way you're not getting screamed at by people on the parkway.
