Default 1994 Chevy 5.7 55 MPH Top Speed

Yet another one of my pieced together trucks many issues lol, but this one has me ready to park the truck until I find a cure.

So, My daily driver is an extended cab Chevy pickup built off of what appears to be a K20 frame with a solid axle front and 40" Super Swampers.... Hell of a combination for a DD, I know.

The issue im having is its a 5.7 TBI 350 with a TH350 trans. My axles are geared to 3.73 front and rear with the 40's on them. I know im not going to be driving a speed demon, but at 3800 RPM's in 3rd gear (and yes, I am sure its shifting into 3rd) I'm topping out at 45-50 mph. If I try to accelerate past 4200 RPM's the truck begins to buck back and forth at the rev limiter. Now my question is why does it have run at such a high RPM just to go 50mph? My buddy has nearly an identical set up with the same gears and a TH350 on 42's and he can do 60 in 3rd at 2200 RPM's. Is it possible my torque converter isnt locking up all the way? Or is my transmission just taking a complete crap on me? Again, I know im not driving a race car or the best vehicle for daily driving, but theres more to the issue than just big tires and bad gearing
