Default 1995 Silverado 4X4 Ext Cab - Badly Pulsating brakes

This thing had new rotors and brake pads put on it. Then I found out the front sway bar link broke off so I replaced that and in doing so had to back off the torsion bar. I had it aligned and still the brakes are pulsing really bad. I removed one of the front wheels and the pads are fine. The rotors do have little round scorch mars in the middle of the rotor face where the pads rid and they are a little smaller than a dime.

I had to put new tires on the truck for inspectiuon and the front ones were cupped really bad on the outside. I figured since I replaced the sway bar link and had it aligned the problem would be fixed but the shaking and pulsating continues.

Does anyone know what the culprit is here?

Any help is greatly and sincerely appreciated.

Thanks

Dave G.
