Default 1999 Chevy K1500 OBD 2 has no power?

I have a 1999 Chevy K1500 that keeps blowing the CIGAR fuse under the hood. I am trying to get the OBD 2 scan port to work and from looking at forums on this site the cigar fuse seemed common. It was blown, but as soon as I replaced the 15A fuse it blows again. Any help would be great.

By cigar-short for cigarette lighter? sometimes a cigarette lighter port gets a coin(Don't you just love the children?) or other piece of small metal stuck down in the inside, causing a dead short across the circuit.

yes most obd II systems are hooked to the lighter. I had to take out the lighter and replace to get my codes . good luck

After I posted the thread, I disconnected the cig lighter and replaced the fuse. It did not blow and I was able to set the scan tool up. The cig lighter has a lot of corrosion in it.
