Default 2004 Silverado Front End Light Issues

I bought a truck as a re-builder and am just about finished up with it. I can't for some reason get any of the lights on the front end to work. I have no headlights, park lights, fog lights or blinkers. The fuses in the block under the hood are good, but they all when probed show that they are grounded no matter where the switch is at. I have blinkers, brake and tail lights at the back of the truck, just nothing on the front end. I currently have the instrument cluster out getting the stepper motors replaced, I don't know if that could be related to the issue or not. I've fixed quite a few front ends on this body style and never ran into this one. I'm just reaching out for some ideas, because I am drawing a blank at this point! TIA
