2007 Radio Unlock code?

I have a 07 Silver with a am/fm radio. I bought a radio on Ebay for 50.00 GM#93801884, looks like new. Anyway Pressing buttons 2 and 3 or 1 and 4 does not work. I think since I have a newer radio I have to go to the Dealer and have them scan the radio, remove the old VIN and put mine in. IS this true??

Does the radio need to be installed in order for the dealer to do this??-------

I'm new to this forum and decided to look around to find anything that might give me trouble when I buy my 07 Silverado and saw this thread. Is this VIN scanning the TheftLock I've read about on the options sheet?
