Default '94 6.5 diesel turbo start up question

Last nite got down to 40. This morning I went out to start the truck. Hit the starter when the lite went out---but---could hear a few cylinders try to lite but it did not start. Waited a minute or two, then when the lite went out I hit the starter. Kind of stuttered around a bit and then lit up. I got alot of light grey smoke then black then none as it settled down to run.

Seems like only some of the glow plugs are working. I looked at the wiring diagram and can test them with a meter but, and here is the question--where do all the fuseable links come together and what is the resistance of a good one supposed to be??

Per the diagram there is a "fuel heater", where is it and what should it read??

Thanks for any input, my first diesel.
